  • Employment Rights Act – next phase of implementation 
    Expected timing and scope of draft regulations and consultations, and what the pipeline of secondary legislation throughout 2026 may mean in practice. 
  • Employment status and regulation 
    The forthcoming review of employment status, including genuine self-employment, and potential reform of the Conduct of Employment Agencies and Employment Businesses Regulations 2003 as umbrella companies come within scope of regulation. 
  • Skills, labour supply and workforce reform 
    Key DWP initiatives, including Connect to Work programmes, the Youth Guarantee, and simplified apprenticeships, including modular training funded through the apprenticeship levy. 
  • Enforcement and oversight 
    The launch of the Fair Work Agency in April 2026, led by Matthew Taylor, and the implications for compliance and labour-market oversight. 
  • Political and economic outlook 
    Delivery of strategies and policy papers published in 2025 ahead of a new King’s Speech expected in early summer, potential impacts on hiring from Industrial Strategy delivery, and key uncertainties including post-election political dynamics and wider geopolitical risks.
