Brian Huggett is the new Managing Director of APSCo OutSource UK. Brian brings 25 years global talent acquisition experience, including 20 years as an end-user client in various Global Recruitment Roles.
Having started his career at an independent, London recruitment firm, Brian moved into inhouse recruitment where he successfully implemented and leveraged RPO and MSP partners at an impressive list of international companies: PwC, Goldman Sachs, BNY, Lloyds Banking Group and Deutsche Bank.
Brian has a passion for helping others and with the myriad of economic and employment legal changes facing the industry, he is committed to helping OutSource Members prosper, harnessing his end-user perspective to create even more value for existing and new members alike.

Liz leads PA’s Skills & Workforce Transformation consulting work having previously been an HR Director in a leading Consumer company. Liz is currently supporting a wide range of public sector clients solve some of their biggest workforce challenges with a specific focus on Strategic workforce planning and organisational design- getting the right people at the right time and place.
In light of continued cost pressures, devolution across the public sector and the significant prevailing skills challenges for UK plc and the combined impact of AI on how work gets done, organisations need to be increasingly savvy about how they align their skills acquisition strategies with their retention and development activity as part of a robust workforce plan. Liz and her team help clients grapple with these challenges as well as making sure that the right organisational design is in place; she runs a strategic workforce planning networking group and regularly supports the central government HR team in Cabinet office, working closely with Fiona Ryland, Chief People Officer, and team.

After serving in the British Army, Paul has worked in some of the world’s largest organisations for over 25 years. His work has included turning around businesses in the aftermath of a major change in strategic purpose, market conditions, or because of a reputational issue.
Paul has extensive experience in leading consulting and operational teams as well as executing major transformation programmes, which has included the operating model redesign of global recruitment functions including Lloyds Banking Group and Barclays Bank. He operates at Board level providing strategic advice and operational excellence. He works across multiple sectors and for PA, he works in both Defence & Security and Financial Services
