The RepComm Chair plays a central role in representing member interests, setting priorities, and working closely with OutSource to ensure the voice of the recruitment outsourcing sector is clearly heard. As OutSource continues to evolve, strong, member-led leadership is essential. At a time of ongoing change across the market, this leadership underpins effective collaboration, influence, and the delivery of long-term value for the community.

With a 20+ year career spanning both public and private sectors, she has worked across a wide range of organisations, from boutique recruitment firms to global outsourcing providers. Her expertise covers the full spectrum of talent solutions, including RPO, MSP, consultancy, and innovative non-permanent models such as Hire, Train, Deploy, Statement of Work and Project Solutions. Backed by the extensive resources and expertise of Robert Walters – including an award-winning Talent Advisory business – Jessica comes equipped with a wealth of cutting-edge market intelligence and data-driven insights.

Why I’m Standing for RepComm Chair


I am motivated to stand for RepComm Chair because I believe APSCo OutSource plays a critical role in helping members navigate an increasingly complex regulatory, commercial and talent landscape. My experience in developing innovative solutions in response to evolving legislation, shifting market dynamics and changing customer behaviours has shown me the importance of strong, coordinated leadership at a trade body level.

Under my leadership, Robert Walters Consultancy has delivered significant growth while achieving measurable client outcomes, including substantial cost savings through improved workforce strategies and risk mitigation. I would bring a collaborative, customer-centric approach to the Chair role, using my industry network and experience in thought leadership to strengthen APSCo OutSource’s influence, attract new members, and ensure existing members are supported through meaningful advocacy, practical insight and progressive policy engagement.

I am passionate about ensuring APSCo OutSource continues to deliver tangible value to its members and Trusted Partners. As Chair, I would draw on my experience leading large-scale recruitment and enterprise solutions, supported by PageGroup UK’s market intelligence, technology and partnerships, to help the committee drive meaningful and sustainable outcomes.

My background spans both staffing and outsourcing, giving me a balanced perspective across the recruitment supply chain. Having supplied into the outsourcing sector and now overseeing enterprise solutions across both models, I understand the priorities, pressures and interdependencies facing members. I would focus on ensuring committee agendas address real member challenges, encourage collaboration, and convert insight into practical action — strengthening the collective voice, impact and relevance of APSCo OutSource.

Why I’m Standing for RepComm Chair

 

I am passionate about taking on the role of APSCo OutSource RepComm Chair because I care deeply about the long-term credibility, influence and unity of the Total Talent and Workforce Solutions sector — one of the most commercially significant contributors to the recruitment industry. At a time when client expectations are rising and delivery models are under sustained pressure, the sector needs visible, decisive leadership and a confident, experienced voice that understands both our roots and the commercial realities facing providers and clients alike.

I would bring a practical, inclusive and commercially focused approach — ensuring member perspectives are not only heard, but constructively challenged and translated into clear, outcome-driven action. I believe RepComm should sit at the centre of strengthening the sector’s collective voice. My focus would be on progress, consistency and delivery, working closely with APSCo to sharpen the proposition, drive membership growth, and ensure RepComm delivers tangible value for members and the wider market.
